Leaseholder protections to extend to more buildings

The Ministry of Housing, Communities and Local Government has announced new proposals to extend financial protection to more leaseholders. The measures also require construction product manufacturers to contribute to fixing unsafe buildings.

The Ministry of Housing, Communities and Local Government unveiled new proposals on 27 October 2026 to extend financial protection to leaseholders at risk of high bills for building and fire safety defects. These measures were introduced during the second reading of the Remediation of Unsafe Cladding Bill. The plans specifically aim to support leaseholders in collectively owned and enfranchised buildings.

Under the new rules, construction product manufacturers will be required to contribute to the cost of fixing unsafe buildings. The government will have powers to recover these contributions from manufacturers at scale. Building Safety Minister Baroness Blake said: "We are going further to protect more homeowners from unfair costs and make construction product manufacturers contribute towards putting things right."

Current rules for cost protection depend on the ownership circumstances of the person who owned the flat on 14 February 2022. The department is exploring how to narrow the gap for leaseholders who buy a flat later as their only or main home. The announcement does not state whether further details on the implementation timeline have been provided.
